Rabat is the hardest city in Morocco to fly
It is an administrative capital. Ministries, protected residences, official sites, military perimeters: a large share of Rabat's sky is closed or tightly restricted, and the permitted zones shift with the date and with whatever is happening in the city.
A drone operator who tells you "we'll sort it on the day" in Rabat is exposing you. The file is submitted in advance, assessed at the level of the Rabat-Salé-Kénitra Wilaya, and CCM approval is required on top as soon as footage is recorded.

Hassan Tower and Mausoleum of Mohammed V — heritage and official, heavy file. The administrative district, ministries, the Mechouar — the most closed airspace in the city. Kasbah of the Udayas and the medina — controlled. Corniche, beach and the Bouregreg mouth — more open, though sea wind constrains you more than paperwork does. Hay Riad and Technopolis — recent architecture, the easiest to get authorised, and the best ground for real estate and corporate.
